Add swap volume notifications

Add sending notifications in the swap volume function in compute managers.

'instance.volume_swap.start' is sent at the beginning of the swap volume function.
'instance.volume_swap.end' is sent at the end of the swap volume function.
'instance.volume_swap.error' is sent when an error occurs.
