In order to support cpu hotplug in qemu/kvm, we need to add maxcpus to qemu's arguement

In order to support cpu hotplug in qemu/kvm, . add "hw:max_vcpus" to flavor's extra_specs. If it exits in flavor's extra_specs, the maxcpus should be added to cpu element of libvirt's xml.
