Add host field to instance action event

Record the host where the action event occurs on, provide convenient to admins to find the error log efficiently.

Add a new microversion to GET /servers/{servier_id}/os-instance-actions/{request_id}, modify the response, for admin (policy check) it will show the hostname. If not admin, show the obfuscated-hashed-compute-id thing that we already show on instance (for non-admin users).
