Add Capabilities to the Flavor API

Currently there is no programatic way to determine the set of actions an
instance can perform. Can it be paused, migrated or soft power cycled? This
blueprint/spec will start nova on that path by providing an API that lists a
set actions that the hypervisor can perform on behalf on an instance.
