Hmmm. The default behaviour of a compute system should be to isolate the host from the guests, so I think this is a vulnerability. However if the judgement of the VMT is that this isn't a vulnerability worth releasing an OSSA for, we'd certainly like to keep users informed by issuing an OSSN.
