Could this be marked Critical for Nova? Currently in heat doing a stack-update in the following scenario fails 100% of the time because the port disappears:
- a template containing a server resource and a port resource
- a stack-update resulting in the server resource being replaced

This affects every template which has a floating IP resource, which requires a port
