Enable soft affinity placement in solver scheduler

Same-host/different-host constraints are too strict. We need to have a way to perform these constraints softly. This blue print should provide AffinityCost and AntiAffinityCost which, instead of being hard constraints, will tend to place instances in same/different hosts but allow exceptions when it is not possible to fulfill these requirements, or when other cost measurements have more significant impacts.
