Add option to wait for RMC before setting server as 'active'

The RefStack interoperability test tool runs specific Tempest tests to certify OpenStack implementations. Those tests only wait for a server to show as 'active' after deploying before they begin. This causes some tests to fail because RMC must also be up on the server for some functions to work (attach volumes, live capturing images, etc). To pass the tests, we will need a new option to not have servers show as 'active' until RMC is up and it is ready for all operations.
