Better LLCP outbound packet scheduler

Replace the simple outbound packet schedule algorithm for LLCP with one that takes submission time of packets into account. The current implementation simply iterates over the list of bound sockets (from service access point 0 through 63) to collect packets for sending. In congestive situations this unacceptably delays sockets on upper service access points.
