An OpenStack Dashboard SysPanel component that is targetted at Network Administrators

Goal: The high level goal of this blueprint is to create a Network Administrator facing UI in the SysPanel, where an admin can

1) Create globally shared network, that are available to all tenants.
2) Directly create, view, update, delete networks from quantum as a super user.
3) Directly create, view, update, delete IPAM subnets from Melange as a super user.
4) Create a private quantum network for a specific tenant, a melange subnet, and associate the two.
5) Manipulate priority of a quantum network in a multi-nic configuration.
6) This UI has universal visibility, and in the future this UI can have adapters where an admin can perform advanced configuration of any network element that exists in the system.
