Add transport zone support

We known that the nova have availability zone and aggregate host, the same as the neutron which should add transport zone support. If we add transport zone support, the L2 broadcast can be limited and controlled, the creating network can efficient. The transport zone that can refer to 'https://communities.vmware.com/servlet/JiveServlet/previewBody/27683-102-7-37383/NSXvSphereDesignGuidev2.1.pdf', but we can cooperate with the nova zone conveniently.
