Support specify an demand fip in fip creating

User especially an admin often want to get an specified fip when they request a floating IP.
For example, someone's fip is destoried by any reason, but many works are rely on it, like url's DNS, they want to get this fip back if it is not used.
As for admin, sometimes a public ip maybe blocked by ISP, change allocation is preety complex, an easy way is to remove fip from user and occupy it by himself.
Maybe fixed ip also need this, but I'm not sure.
