Support erasure code of Ceph RBD

The API of Ceph RBD of `copy()`, `create()`, `clone()` and `rbd import` have been supported erasure code since Kraken (v11.1.0) [1], but glance_store, nova and cinder does not support this feature. I think we should implement this feature too.
