Allow external interface IP address to be set on router

Registered by Kevin Benton on 2014-04-15

Neutron should have the option to specify the external interface's IP address on a router. By default this will be restricted to an admin-only operation using policy.json. This addresses https://bugs.launchpad.net/neutron/+bug/1188427.

Whiteboard

December-18 (mestery): Kilo-2.

September-3 (mestery): Moving out of Juno, needs to be proposed again for Kilo.

July-14 (mestery): Moving to Juno-3 as this is unlikely to land in Juno-2.

18-June (mestery): Approved for Juno-2.

Use Case 1:

Admin wants a tenant's router to have a specific IP address that gets special QoS treatment, access control, etc. Tenant or admin creates router. Admin updates the router gateway info with the fixed IP.
