Allow external interface IP address to be set on router

Neutron should have the option to specify the external interface's IP address on a router. By default this will be restricted to an admin-only operation using policy.json. This addresses https://bugs.launchpad.net/neutron/+bug/1188427.

Use Case 1:

Admin wants a tenant's router to have a specific IP address that gets special QoS treatment, access control, etc. Tenant or admin creates router. Admin updates the router gateway info with the fixed IP.
