Integration of service instance into OpenStack Service Chaining Framework

Currently there is no mechanism for a third party SF manager or Service Flavor Framework to register its service function instancess with the Openstack Service Chaining Framework (https://blueprints.launchpad.net/neutron/+spec/openstack-service-chain-framework) . This BP allows a third-party Service Function Manager or OpenStack Service Flavor Framework to register its service function instances with the OpenStack Service Chain Framework. The Service Function instances are stored in a SF database (SF catalog). When a service function
chain (SFC) needs to be created, this SF database may be queried to obtain a matching SF instance that can be used in setting up the service function chain.
