Segment Range Management of Self-service Networks

Currently, segment ranges were nothing more than an entry in a config file that was statically defined for tenant network allocation [1]. Neutron type drivers parse the segment ranges pre-defined in the host configuration. And it is not able to modify them once the services have been initialized.
This specs introduces an extension which exposes the management of segment ranges to the api user. Now the user can manage them as they would like to for tenant networks.
