Restart DHCP only when needed

When scheduling a resync due to an exception in the DHCP driver, only resync DHCP for the networks that have triggered exceptions instead of restarting DHCP for every active network. The current implementation allows exceptions caused by a single tenant to cause restarts of the dnsmasq processes for the entire system.
