since this change is small, we'll just track it as a bug for grizzly-rc1: https://bugs.launchpad.net/quantum/+bug/1130494

this is important for grizzly, but is blocked on nova stuff that probably won't merge until tomorrow. Let's create a bug for this BP, as it is really quite simple.

given how small the diff is, I could see handling this as a bug even after g-3 if it doesn't merge by then.
