Refactor README to manual

This work will focus on making the Quantum README primarily just a pointer to external administrator + developer documentation.

In order to do this, we need to make sure that all content currently in the README is located on the web. This means moving some content to the Admin Guide, and other content to whatever if functioning as our developer documentation.
