Make RBAC Domain-aware

Currently the neutron RBAC engine allows sharing that is limited to the definition of tenants (aka projects). This effort will extend the RBAC engine to allow sharing across entire domains.

20.04.2021 (slaweq) - as was discussed during the PTG I'm closing this, at least for now. We can reopen it when it will become "wider" community goal for more OpenStack projects.
