Quantum v2 API XML
This feature will look at adding XML support for the Quantum v2 API, which is currently only support JSON.

This work would need to include:
- XML support for all core APIs, including the ability to express "null" values.
- XML support for all existing v2 API extensions (providernets and quantum-router come to mind)
- Full test coverage on par with JSON tests, without causing code duplication
