Develop Quantum deployment integration into Puppet OpenStack deployment tool

Puppet is one of many deployment tools used by customers for deploying OpenStack at scale. Puppet deployment scripts available at - https://github.com/puppetlabs/puppetlabs-openstack, today support most OpenStack projects but uses existing nova networking for the network piece. This blueprint tracks the effort to develop puppet scripts focussed on Quantum deployment.

Deployment tool integration will be a key enabler for Quantum to move from "experimental" project into real life deployments in large customer environments.

This integration can be developed by Puppet Labs as well as Quantum teams.
