Simple blueprint to cover work of taking starter code from other Openstack projects and creating the basic quantum framework.
Troy has already done this for Melange, so we will basically just use that as our starting point as well.
We have created and checked-in the basic plugin infrastructure as well as starter code based on the Melange project and Glance prject's frameworks.
