Quantum OVS Tunnel Agent

Enhances the existing Quantum OVS Plugin with a tunneling agent that enables Hypervisors to be connected via GRE tunnels. The new agent can be enabled/disabled via configuration file and provides backwards compatibility with existing non-tunneling OVS Agent.
