Develop Quantum integration with devstack.org's devstack.sh scrip

There is already some work on this effort in the form of Dan Wendlandt's nova-quantum.sh script available at - http://
This blueprint tracks the effort to integrate this script, diablo codebase and the new devstack.sh script such that new Quantum developers can be productive in the least amount of time. This will go a long way in helping us expand the Quantum dev community.
