This is the code that will tie together the API components and the plugin, making it possible to "run" quantum as a daemon process.
Little / no core Quantum functionality will be covered in this blueprint. Instead, this code will be responsible for loading the API, loading the plugin, reading flags/config, initializing logging, etc.
