OpenStack Horizon (Dashboard) image launch UI that lets a user specify custom network config

The goal of this blueprint is to enable an extension ( or separate) image launch UI, where the user can see the networks that the current VM is going to be attached to and (if needed) the user can modify the number of vNICs associated with the VM and the networks that these NICs are going to be attached to.

The primary dashboard feature being implemented by this blueprint is:

- Take advantage of the OS create-network-extension when creating a new VM. For example code that already does this, see the most recent commits on the following novaclient branch: https://github.com/danwent/python-novaclient/commits/master

When launching a VM from the Dashboard, the end-user should be able to view the # of vNICs and to what networks, each of the vNICs, are they going to be connected to. Further, the UI should allow the user to modify the # of default vNICs and their associated quantum network connectivity.
