Provider-network partial specs
Currently, all provider attributes for networks are chosen by:
- neutron-server for tenant networks,
- neutron admin for provider networks.
The aim of this functionality is to allow neutron admins to provide some provider network attributes on network creation and delegate the choice of remaining provider attributes to neutron when possible.
