Resolving Prefix Clashing issue for dynamic routing

Existing specification about BGP dynamic routing (https://blueprints.launchpad.net/neutron/+spec/bgp-dynamic-routing) doesn't address prefix clashing issue. This proposal talks about a solution for addressing prefix clashing issue by introducing route dishtinguishers using address scope work (https://review.openstack.org/#/c/180267/7/specs/liberty/address-scopes.rst)
