os-vif migration tasks

The aim of this blueprint is to migrate Neutron (and Nova) to use os-vif for:
- VIF information transfer.
- Plug/unplug operations.
Currently the information sent between Nova and Neutron about network interfaces is done using dictionaries. "os-vif" provides a common place to define objects and structures to be used by both projects.
