DHCP/metadata multi-mode support for NVP

In order to provide DHCP on logical networks, the NVP Neutron plugin uses the Neutron DHCP agent. A similar consideration can be made as far as metadata traffic is concerned.This blueprint is about making the plugin capable of adopting alternative solutions, for instance dhcp and metadata services provided by the NVP platform itself.
