Nova/Quantum Interface Creation

Nova already supports an API extension to specify the number and order of vNICs that should be added when a nova virtual server is created. However, we've talked about two improvements on this front:
- Allowing the addition/deletion of vNICs at a time other than when the virtual server is booted.
Revising to scope just to hotplug.
