Nova network parity
This blueprint is to track the bugs related to achieving parity with the current set of networking features in nova. Some of this will be done in the QuantumManager for nova, but other pieces will end up as Quantum services or plugins.

I would advocate for splitting this up into multiple more targeted blueprints, though this blueprint could be used to organize that work.
Brad, can you break this up into multiple blueprints along the lines of what we covered in your talk? I would see:
- enabling nova-network DHCP
- enabling nova-network L3 + NAT/Floating IPs.
- enabling nova-network metadata server (perhaps combine with L3 + NAT?)
- enabling nova cloudpipe VPN
- enabling security groups (may split across extensions, but there will be some general work).
- support for "provider networks"
