Ability to support multiple gateways on the same subnet for neutron ovs dvr

In Openstack Neutron today,

a tenant can create a normal router, and attach a subnet-interface to that router once.
If there are many resources on that subnet, in order to load balance traffic the tenant can create another router and attach a handcrafter 'port' on the same subnet and attach it as an interface to that router.
Also tenant will then go ahead and update the host-routes for that subnet to include use of this handcrafted 'port' , so that the VMs traffic gets distributed across both the routers.

However, the above facility is not available in dvr routers as in here:
