The QoS API [#qos_api_spec]_ introduces an interface to configure QoS policies
to neutron ports. need to implement and test this functionality for the OpenvSwitch and Openflow protocol specs.
The functionality will make use of the OpenvSwitch support for adding next generation protocol IPv6 Flow label markings for ingress port of the VMs traffic.
