Adding Network Federation support in Neutron

OpenStack supports identity federation, in which user can authenticate to many OpenStack clusters using one token. A functionality to create a network which is spread over many separate OpenStack clusters should also be included. For example we create a network named "Net1" which spans over three different OpenStack installations named A,B,C. Now user should be able to create VMs over any of these OpenStack cluster using this network. These VMs will behave same as VMs over one OpenStack installation using a neutron network.
