Enhance ML2 plugin extension to have validation phase

Currently when user creates Neutron data models (Network, Subnet and Router, etc), there is no way for extension to put extra validation. The blueprint is to suggest ML2 plugin to have an extension validation phase such that user can customize different kind of data model checking.
