QoS support with dscp marking

The QoS API [#qos_api_spec]_ introduces an interface to configure QoS policies
to neutron ports. We need to develop this functionality for the OpenvSwitch
reference implementation.
The functionality will make use of the OpenvSwitch support for adding DSCP
markings for outbound network traffic.
