SNMP VLAN Mechanism driver for ML2

An ML2 plugin that dynamically implements VLAN-based tenant network separation on entry-level and established physical switch products that are configurable using SNMP.

This blueprint would extend Neutron’s control of VLAN membership to any physical switch that implements SNMP write access to the standard Q-BRIDGE-MIB.

This blueprint also enables the VLAN type driver to be used with baremetal/Ironic deployments.
