ML2 External Port Extension

The implementation of the Campus Network Extension [1] requires some changes to the ML2 MechanismDriver [2] interface. The purpose of the current blueprint is to extract a generic interface that can be useful beyond the scope of the aforementioned extension and hopefully reused on future ones.
