Introduce ML2 connection monitoring and auditing for mechanism drivers.
This spec proposes to add the basic connection auditing and monitoring
framework to be implemented in neutron which can be used by mechanism
drivers to have their own way of generating alarms, reporting issues
when something goes wrong.
