Manage InfiniBand SR-IOV VF networking configuration in scope of neutron agent

Currently, virtual networking with InfiniBand SR-IOV device as vNIC is supported by Mellanox ML2 Mechanism Driver. General SR-IOV networking support was integrated into nova during Juno Release. With this support, neutron is aware of VF PCI address that is allocated for neutron port. Due to this, experimental Mellanox solution that uses special daemon (eswitchd) to manage networking configuration can be omitted and neutron agent can manage networking configuration (p-key setting) directly .
