Update the legacy quantum naming usage in the neutron code

There are lots of code using quantum naming due to the previous project name. Since we have already changed the name from quantum to neutron, we should also update these names, and also recommend further coding to utilize the new naming. For example, q_const should be updated to n_const, and also the default security rule bridge should be named as nbrxxxx, instead of qbrxxxx.
