LBaaS - Dynamic Discovery or OnDemand Discovery

LBaaS should provide a mechanism to keep the actual LB Config and the Local Storage in sync. So, it needs to discover the LB Config in per-determined interval or snmp trap triggered event or manual trigger event.

* The pre-determined interval could check for the file-timestamp of the LB Config File and the last discovery date/time.
