Ability for vendors to provide extensions to LBaaS API

Provide mechanism for LBaaS plugin to extend it's API and DB model without extending or making core model vendor-specific.
Particularly, add ability for vendor drivers (plugin drivers) to expose their specific APIs. That is important for providing cloud admins with various features like appliance management, monitoring, etc.
