LBaaS plugin should support only features supported by configured drivers

Currently some the features are embedded in object models, like balancing algorithms, health monitor types, etc.
Device drivers should have an API to report capabilities of device to a plugin so plugin would allow features supported by loaded drivers and disallow others. Capabilities could also include limits like performance limits.
