LBaaS has to support Capacity and Capablities

LBaaS should give flexibility to the tenant(s) for requesting the capabilities, expected capacity during the VIP creation. The individual plugin and the driver of the LB should handle the capacity internally as per their spec. Now, the tenant could request core capability and/or the extension capability and the scheduler should land the VIP accodingly.
