Infra Management Address Reservation
In case of the multi-tenant environment, cloud administrator wants to allocate the dedicated CIDR blocks into the external network.
If the tenant user creates a subnet which is a duplication of the external network, the tenant user can not use the subnet normally. Today's neutron has a function that checks for duplicate between the subnets which are related to the same router.
Cloud providers don't always assign all their CIDR blocks to the external network, but reserve some of them for the future use. However, there's no way for cloud providers to prevent tenants from using certain CIDR blocks.
So, We propose the following functions:
1. Enable the cloud provider to reserve the CIDR blocks for managing the
cloud environment.
2. Duplication check for CIDR block when the tenant user creates a subnet
related to the tenant network.
