high availability sriov ports

Currently, when a neutron port (realized using SR-IOV) goes down, e.g. NIC failure, there is no redundancy mechanism to fail over to another SR-IOV port hosted on a second NIC on the same compute node.
This blueprint proposes high availability for neutron SR-IOV ports, enabled in Nova by bonded SRIOV ports, (see nova sriov blueprint) to be used for transparent network failover.
Nova will form the second part of this blueprint to enable the attachment of the failover network resource.
