Currently DHCP runs one agent per network, but this leads to usee visible downtime when deploying changes to the quantum infrastructure.
This appears to need two things:
- need to dynamically respond to failed/offlined quantum network nodes
- need to run some N (e.g. 2, or 3) rather than just one dhcp agent per network.
